The Bureau of Justice Assistance (BJA) seeks to support state, local, and tribal governments, as well as community-based nonprofit organizations, to establish, expand, or improve treatment and recovery support services for people with substance use disorders during their incarceration and upon reentry into the community.

This program seeks to reduce crime and recidivism, expand access to evidence-based treatment, and promote long-term recovery for people leaving incarceration, and, in the process, improve public safety and public health.
