Agency Notice of Funding Opportunity:

The LAV Program is intended to increase the availability of civil and criminal legal assistance needed to effectively aid adult and youth victims of sexual assault, domestic violence, dating violence, and stalking by providing funds for comprehensive direct legal services to victims in legal matters relating to or arising out of that abuse or violence. The LAV Program funds projects that provide comprehensive legal assistance, as defined in 34 U.S.C. § 12291(a)(24); LAV-funded projects must include organizations that have a mission and history of providing direct services to victims of domestic violence, sexual assault, dating violence, or stalking.

Additional Notes:

The Expanding Legal Services Initiative (ELSI) is a special initiative under the LAV Grant Program and is included in the FY 2026 LAV Program NOFO. ELSI’s purpose is to enable eligible organizations that do not currently offer legal services to establish a program that provides legal representation to victims of domestic violence, sexual assault, dating violence, or stalking. Continuation funds support the new legal department in providing direct legal services to victims.
